The Imperative of Intent: Preparing for Humanity’s Global Reckoning with Non-Human Intelligence
The conversation surrounding Unidentified Anomalous Phenomena (UAP) has shifted dramatically in recent years. What was once confined to the tight corral of fringe discourse has now broken free, floating “wild out in the open public”. While legislative efforts and whistleblowing disclosures have rightfully commanded attention, we must recognize that this shift marks the end of a chapter, not the end of the book. To truly navigate this new landscape, we must move beyond the internal human drama of secrecy and focus urgently on the intelligence behind the craft: the Non-Human Program.
We are not merely awaiting a government podium announcement; disclosure is a slow, collective dawning for humanity. And as it dawns, we must contend with a reality far more complex than anticipated.
The Global Problem of Undisclosed Intent

We must be willing to articulate the fundamental challenge presented by the presence of Non-Human Intelligence (NHI). UAP represent a tremendous problem globally. This problem stems from a variety of indicators: asymmetric capabilities, activities that transgress territorial boundaries and national sovereignty (in air, sea, and land), and physical and biological effects reported during close approaches. Governments likely hesitate to disclose precisely because they currently lack a solution to this massive problem.
If we view the phenomenon only through the lens of human bad actors—hostile governments suppressing benevolent extraterrestrials—we risk a gross mischaracterization of the situation. All indicators suggest that NHI are operating in a state of strategic silence and non-disclosure. We must query the nature of their program, just as we query the legacy human program.
The history of the phenomenon suggests a long-standing engagement, potentially including acrimonious relationships between some governments and some NHI. Allegations of agreements, such as the rumored Grida treaty in the Eisenhower era, highlight the potential for non-human influence, possibly involving technological exchange for access to the human population. This complex entanglement means we must confront the possibility of a non-human influence actively shaping our world.
Interrogating the Non-Human Interface

If NHI is “down and in,” not merely “up and out,” then cross-influence is inevitable. We must systematically interrogate where this non-human factor may be plugging into and influencing human affairs.
This investigation includes asking critical questions about potential NHI infrastructure on Earth. What would logistical staging or facilities look like under oceans or mountains, and how would this require human involvement or cover, such as unacknowledged Special Access Programs?
Furthermore, we must examine potential influence at the highest levels of human society:
- Political Influence: Are leaders being influenced to make key decisions differently than they normally would, perhaps targeting specific individuals or institutions?
- Cultural and Religious Exploitation: Religion confers immense power to entities deemed supernatural or divine. Are religious impulses being exploited, or narratives inserted, leveraging the belief structures of humanity?
- Technological Acceleration: We need to look for signs of a “non-human move” in terms of business, political, or geopolitical decisions that hasten, impede, or alter our species’ technological paradigm.
The failure to account for this non-human factor means we will miscalculate how to respond every time.
The Universe as Nature: Assessing Intent

To understand potential NHI motives, we must adopt a comprehensive and logical framework, moving beyond speculation to focus on logical probabilities. My work suggests that the phenomenon is controlled by an intentful actor, an Extraterrestrial Intelligence (ETI) that is physical, technological, biological, and behaves intentionally.
Rather than dismissing extraterrestrial life as being liberated from fundamental laws, we should anticipate a natural universe where species competition, resource scarcity, and evolution are driving factors. Just as solar physicists study our Sun to understand other stars, we should use the evolutionary behavior of Homo sapiens sapiens to anticipate the nature of species from beyond our world.
Nature tells a timeless tale of what occurs when a more advanced society encounters a less advanced one. The history of species interaction on Earth is often a story of assimilation or elimination. If we ignore this evolutionary context, we risk viewing ourselves as passive apes and them as angels, disregarding the profound dynamics at play when apex-level physical beings interact in the same planetary environment. This contextual analysis must inform our approach to understanding NHI motives, intentions, and involvements.
A Unified Path Forward: Sovereignty in the Citizen Space
Contact represents a major evolutionary hurdle for humanity. We can only overcome this hurdle through informed contribution and thoughtful, conscientious involvement by individuals. This is why I maintain that Contact belongs not under military or government purview, but out in the open, in the citizen space.
We must reposition the conversation away from exclusive national security interests to the broader human interest and human security.
To achieve a unified and effective response, we need strategic shifts:
- Shift the Controversy onto NHI: By re-entering the controversy not on human governments, but on the non-human presence itself, we create a pressure gradient. This shift may allow human actors holding key knowledge to rapidly disclose their involvements without automatically being branded the sole bad actor.
- Conduct Reconnaissance Science: We need targeted research and investigation—reconnaiss science—to generate new data sets. This involves using the scientific method for reconnaissance of the phenomenon, getting out into the field to collect evidence where NHI is interacting with people, and studying cohorts of experiencers with the highest degree of ethics to observe the characteristic signatures of engagement.
- Define Human Intent and Sovereignty: The emergence of a non-human presence demands that we articulate our species identity and intent in the universe. We must establish the necessary process for securing humanity’s “sovereign domain” as a species. I advocate that our collective human intent centers around three foundational needs: stability, security, and sovereignty.
- Establish Contact Protocols: We are late in the game for establishing protocols and best practices for ethical contact. We need a commonly acknowledged set of values governing how individuals can be engaged and how their rights and sovereignty can be defended. This policy must be built upon human outcomes—loss to human life, property, and interests—not merely hopeful expectations. We must consider how to apply criminal frameworks to non-human actors who perform acts like forced removal or medical experimentation.
Strengthening the Individual Forerunner
The individual is the key actor in this equation. As we navigate this hazardous global engagement, we must cultivate inner strength.
We are psychically vulnerable and prone to internalizing thoughts and impulses that may not originate with us. We must defend our information integrity against intentionally spread narratives regarding NHI agendas, origin, and impact on human history. We must develop psychic strength and mental discipline to shield our minds and interrupt the immediate flow from psychological impulse to emotion and action.
Ultimately, whether you are a researcher, a witness, or simply a concerned citizen, you must strengthen your logic and clarity of thought. We need to activate all our human capabilities and endeavor to become serious students of the phenomenon, moving beyond passive speculation to active engagement.
The human-NHI interface is complex, convoluted, and demands that we become pioneers in defining humanity’s future. By claiming this agency and working from a framework built on logic, responsibility, and the core interests of the human species, we can forge a path toward a unified and sovereign response.
– Reed Summers
This global reckoning requires us to articulate a sovereign human response, which is the core focus of Reed Summers’ work, as he is dedicated to presenting a comprehensive and logical framework for understanding Contact and humanity’s evolution within a universe of intelligent life.
Reed writes and speaks extensively on the UFO/UAP issue, aiming to bring clarity and a nuanced approach to this reality, specializing in unraveling the mystery of the non-human program, including the activities, agenda, and overarching purpose propelling NHI involvement in our world. He believes the individual is the key actor in this transition and works to re-empower citizens to become involved in constructive ways, arguing that Contact belongs in the open, citizen space, not under military or government purview.
To move beyond passive speculation and develop your own intelligent assessment, we invite you to become a pioneer in this frontier by joining Forerunner, a platform offering structured learning, collaborative analysis, and key tools for those ready to actively assess the nature and intent of NHI. The founding feature of Forerunner is the comprehensive Decoding Alien Intent course, which provides a logical process and framework for assessing NHI motives and involvements, equipping you to make your own evidence-based conclusions.
