The effort involves dozens of witnesses who have come before the Senate Intelligence Committee, providing sworn depositions detailing a long-standing program within our defense and intelligence communities to engage, force down, recover, and reverse-engineer UAP craft in pursuit of a new generation of weapons.
Constitutional lawyer and public advocate Daniel Sheehan, who has been involved in this issue at a legal level for many years, affirms the extraordinary nature of the information emerging, stating that the U.S. government is “in possession of one or more explicitly nonhuman origin extraterrestrial spacecraft and the bodies of the occupants”. He cites senior intelligence officials, such as Jay Stratton—who was the head of the advanced weapons special access program—confirming that he has been “in the physical presence of a confirmed nonhuman origin extraterrestrial spacecraft and he has actually seen with his own eyes the nonhuman beings that were occupants”.
This evidence suggests that the non-human entities involved are not merely “interdimensional” or ethereal; rather, they are physical, biological entities with evolved structures. Their means of transportation from distant star systems—potentially “billions of light years away”—makes them appear to materialize, giving the impression of extradimensional origin, but Sheehan views this as a function of their advanced transport method.

Sheehan details the repeated testimony of dozens of credible people globally who have no prior contact with each other, reporting “this specific activity of the women being kidnapped and finding themselves pregnant after the abduction, even though they’ve not been with any other man human being”. The women are subsequently abducted again, often in the first trimester, and the growing zygote is removed and taken away.
This reality raises profound ethical and legal questions. As Sheehan points out, if American citizens are “being non-consensually engaged or taken from their homes subjected to these undisclosed medical procedures,” this “constitutes what might be considered a crime against humanity”.

The secrecy surrounding UAP is not just a human phenomenon; all indicators suggest that NHI are also operating in a state of secrecy and non-disclosure. Therefore, their intentions and activities must be inspected and potentially interrogated.
A primary concern motivating NHI engagement appears to be thermonuclear weapons. The non-human beings are reportedly “extremely concerned” about the human acquisition of nuclear weapons since 1945, fearing that a global thermonuclear war would “not only eliminate our entire species and most of the species on the planet but that it could end it could terminate the life generating capacity of our planet”. The Earth is seen as a source of “genetic material” for seeding life elsewhere, and the potential for human self-destruction has put these beings on “high alert”.
However, the motivations behind the hybridization program—often attributed to the “tall whites” and the “little three and a half feet people”—are still subject to speculation. Further complexity arises from the observation that multiple NHI species are present on Earth—Sheehan suggests at least five or so distinct entities—and they may exist in a “complex arena” of competition or collaboration, likely regulated by informal protocols. Some witnesses have reported encountering multiple species simultaneously, with the “mantis people” often appearing to be “in charge” and giving directions.
The Threat to Democracy: National Security State Control

The path to disclosure is profoundly complicated by the actions of human actors, specifically the “national security state”. Sheehan describes a highly segmented government structure where knowledge is contained within concentric circles, with a small core group of perhaps “a dozen to 20 people” holding the most complete information. These individuals, positioned at the very core of our intelligence and military communities, are the ones likely aware of the protocols between human interests and the extraterrestrial entities.
The issue, according to Sheehan, is that the national security state is currently “very much in charge” of how much information is released and why it is being released. Furthermore, members of Congress who seek true transparency are often intimidated and threatened. Sheehan recounts historical instances where elected representatives who sought investigation into covert operations faced severe intimidation, up to threats of violence against themselves and their families.
Sheehan characterizes the UAP Disclosure Act (UAPDA)—the current legislative effort to compel disclosure—not as an initiative born from Congressional courage, but as an “offering” proferred by the national security state people themselves. The current drafting of the bill leaves complete control over what information is revealed and who is appointed to the review panel (the nine-person panel) in the hands of the President and the agency heads.
In Sheehan’s view, the UAPDA is a “strictly maintained and parameterized space in which increasing societal disclosure is allowed to take place by the very entities that have kept it secret all along”. He suggests that the House of Representatives is unlikely to ever “exercise any of its constitutional authority to subpoena anybody” who knows the real secrets, fearing reprisal.

Sheehan raises the critical question of whether NHI have developed the capacity to “penetrate into the consciousness of individual human beings and to basically implant directives to them”. This confluence of non-human engagement, technological arms races, and political paralysis presents a “dramatic challenge to our human family”. We must ascend to a more sophisticated level of moral and political analysis, moving beyond the “medieval political structures” of the nation-state which carry the threat of thermonuclear destruction.
To reclaim agency, the focus must shift from national security to establishing human sovereignty as a species. This involves:
- Articulating a clear human-centric value system and identity.
- Developing an international framework for governance of the NHI presence.
- Demanding a non-human intelligence technology non-proliferation treaty to prevent the weaponization of recovered technologies by competing nation-states.

Citizens must demand that the panel and Congress have the power of subpoena and contempt to force the surrender of information to the National Archives.
“We have to mobilize and learn about what these realities are, wear your grown-up pants,” Sheehan urges, adding that this is “the Super Bowl” of life, where we are setting the protocols that will control our relationship with an extraterrestrial civilization for potentially the next 10,000 years.
